Health, Edu sectors worst hit, with 15,084 & 7,602 vacancies
Srinagar, Mar 31: Jammu and Kashmir is facing a massive staff shortage, with 59,175 posts, comprising both gazetted and non-gazetted positions, lying vacant across various government departments in the Union Territory. According to data tabled in the Legislative Assembly, the Health and Medical Education (H&ME) department accounts for the highest number of vacancies, with a total of 15,084 posts lying vacant. This includes 2,497 gazetted and 8,088 non-gazetted posts from the direct quota, alongside 898 gazetted and 3,601 non-gazetted posts from the promotion quota. The School Education department ranks second, with 7,602 vacancies. This includes 594 gazetted and 727 non-gazetted posts from the direct quota, and 2,683 gazetted and 3,598 non-gazetted posts from the promotion
quota. The Agriculture Production (ASH & Horticulture) department follows closely with 6,250 vacancies, comprising 50 gazetted and 2,064 non-gazetted posts from the direct quota, and 437 gazetted and 3,699 non-gazetted posts from the promotion quota. According to the data, a copy of which lies with Rising Kashmir, a total of 3,808 gazetted and 24,507 non-gazetted posts from the direct quota are lying vacant across departments, while there is also a shortage of 6,409 gazetted and 24,451 non-gazetted posts from the promotion quota. Other departments with significant vacancies include Power Development (3,629), Finance (3,603), Forest, Ecology and Environment (2,978), Youth Services and Sports (2,230), Rural Development & Panchayati Raj (2,111), Industries & Commerce (2,104), Jal Shakti (1,827),
Revenue (1,649), Public Works (R&B) (1,355), Food Civil Supplies & Consumer Affairs (1,235), Planning, Development & Monitoring (1,134), and Higher Education (741). Several departments reported comparatively lower vacancies, including Civil Aviation (9), Estates (58), Election (98), Hospitality & Protocol (142), Information (328), Mining (277), Transport (274), and Tribal Affairs (36). The data was provided in response to a query raised by MLA Waheed Para in the Jammu and Kashmir Legislative Assembly. The document further reveals that during the previous year (2025), a total of 959 gazetted vacancies were referred to the Jammu and Kashmir Public Service Commission (JKPSC), while 6,340 non-gazetted posts were referred to the Jammu and Kashmir Services Selection Board (JKSSB) for recruitment.
